要救助身陷險境的人,必須先要有能力保護自己。我們離開,因為需要守護的實在太多。
2019移民潮,跟以往不一樣。九七移民潮,離開的人是為了一份保障,給自己和家人一個backup plan. 然而這次移民潮,除了有著對共產政權同一樣的恐懼外,其他的再不一樣。這次香港人的離開,再不會像九七移民潮一樣對香港抱有希望,再不會對港人治港等口號抱有幻想。
歷史上,香港政權從英國手上移交到中國大陸,這並不是什麼回歸。因為香港從來沒有屬於過中國共產政權。新中國於一九四九年立國,然而英屬香港始於一八四二年。此地孕育了孫中山,楊衢雲和陳少白等革命份子的民主思想。中國大陸並不是香港的祖國,只能說主權移交了,為了粉飾為何要將一個沒有政治話語權的城市的治權從民主國家轉交到獨裁國家,只能用回歸一詞安撫民眾心靈使大家好過一點。
香港並沒有像直布羅陀或其他殖民地般通過公投而決定命運。也許有人問為何香港人不站出來反抗?因為香港人並沒有家鄉的概念。從鴉片戰爭後,香港這小漁村便割讓出來了。由只有原居民的小漁村,人口因中日戰爭,國共內戰,中共逼害而逃亡到香港而增加。逃走出來的人,對自己身份也感到惘然,他們的下一代也不能肯定自己的身份是那個文化下成長,當看似安定的時候文化大革命使香港引發六七暴動。是民國人,但看來有點陌生;是中國人,但看起來也格格不入;是香港人,但這名稱有點新奇。當六七暴動過後,港英政府對香港人政策大革新。為使年輕人好好學習,把會考同高級程度會考課程難度大幅加深,著重培育人才。就當一切再次看似穩定,就出現中英聯合聲明。一份對香港人沒有保障的承諾,沒有制定出若然中共沒有兌現港人治港,高度自治的承諾會有什麼後果的魔鬼合約。港英培育出來的一代就選擇用行動代替那個被剝奪了的公投,悄悄地離開那個對他們那一代來說熟悉但又稱不上家鄉的土地。
因為那種沒有根的感覺,那種從不安定的氛圍,那年代離開的人,要守護的只是他們的家庭,他們的財產,他們的安穩。於他們而言,移民只是鋪排自己的前途罷了。
但三十年後,我們要守護的是一個歷史,是一種信念,是一套文化價值。
One who cannot protect himself saves no one. We left because there are a lot for us to protect.
The emigration wave from 2019 is not the same as those in the past. In 1997, people left Hong Kong for a contingency plan. This time, people left with complete distrust on Hong Kong’s future. The only thing that never changed is the fear of the CCP.
British rule in Hong Kong ended upon the handover of Hong Kong on 1 July 1997. The history of British Hong Kong started in 1842, yet the PRC only came into existence in 1949. Historically, Hong Kong never belonged to the PRC. The land of Hong Kong produced revolutionists like Sun Yat-sen, Yeung Ku-wan and Chan Siu-bak, not tyrants. Sovereignty was handed over, but there was no return to motherland. Hong Kong, a politically mute city, was given up to a totalitarian nation. We were told it was a historical moment of reunification, but we all knew it was just a mendacious government’s ceremony of victory.
We never had the chance to decide our fate by universal suffrage like Gibraltar or other colonies. Why didn’t we fight? Because we never had a home. The land of Hong Kong was ceded to the British Empire since the Opium War when it was merely a fishing village. The once little fishing village then became a metropolitan filled with people who fled from the Japanese invasion, the Chinese Civil War, and the persecution by the CCP and the Red Guards during the Cultural Revolution. The majority of the population consisted of identity-confused refugees struggling to survive. Soon after they managed to settle their life a bit, they then experienced the massive and lethal 1967 Hong Kong Riots against the British rule. Even categorizing the rioters was not easy for them. Citizens of the Republic of China? Chinese? Or Hong Kongers?
The 1967 Hong Kong Riot was a turning point. The British government drastically changed its policies over the colony with major focus on education. The 70’s and the 80’s were the good old days of the city, and the once little village became the Oriental Pearl. When everything was perfect and the future was so bright, the Hong Kongers were then smashed with the Sino-British Joint Declaration, a diabolic treaty in lack of any kind of protection for Hong Kongers, not to mention any remedial mechanism in the event the promises of “A high degree of autonomy, Hong Kong people ruling Hong Kong” are not honoured. Not blessed with the right to vote for the city’s fate, the educated elites then decided to vote with their legs and silently left the land they were so familiar with but were unsure whether it could be called home.
30 years ago, they left the city to protect their family, their wealth and their security amid the uncertain times. Emigrating to another country was just part of their life planning process. Today, we left because we want to protect our history, our beliefs, and our values.

Henry Wong qualified as a solicitor in Hong Kong, England and Wales, Ireland and Scotland respective in 2014, 2018, 2024 and 2025. Henry is fluent in Cantonese, Mandarin, English, and Japanese, and he specialises in a broad range of legal matters, including family law (possessing significant experience in divorce, assets division, and child arrangements), criminal litigation, civil litigation, and international law, with a focus on human rights and criminal law. He additionally manages various immigration-related matters, encompassing refugee applications, settlement and naturalisation applications, work visa applications, and actively conducts BNO settlement and naturalisation seminars in the UK to provide professional information to communities in need.
Henry Wong is dedicated to public welfare and community affairs. He is currently the founder of Hong Kong Professionals CIC (hkpcic.org.uk) and Descendants of Victoria City (dovc.co.uk), where he actively participates in community building and consistently advocates for various human rights issues.
At present, Henry serves as a consultant solicitor for David Fenn & Co. in Hong Kong and Perilli & Ho Solicitors in London. He is also a legal link partner with Jones Whyte Solicitors in Scotland. His practice area is extensive, encompassing the sale and purchase of residential and commercial properties in both Hong Kong and the United Kingdom, immigration matters, various civil and criminal litigation cases, commercial and contractual matters, family disputes, wills and estate administration, as well as human rights law.
Outside of his professional commitments, Henry Wong enjoys sports and is a goalkeeper for an amateur football team. He also possesses a passion for wine, possesses a deep understanding of various types of alcoholic beverages, and is skilled in making cocktail.
